The right approach is not a generic checklist pinned to a noticeboard. Start with responsibility and risk assessment

Under fire safety legislation, the person with control of non-domestic premises has duties to manage fire risk. This may be the employer, owner, landlord, facilities manager or another appointed responsible person. In multi-occupied buildings, responsibilities can overlap, so arrangements must be clear rather than assumed.

A suitable and sufficient fire risk assessment is the foundation.
